2060 Super XC Gaming Fan Stuck At 100%

Hello! I'm in a little bit of a pickle.
 
My brother had given me his old EVGA 2060 Super to put in my build as he had upgraded to a 3060, but I seem to be having an issue with my fans. I noticed that fan #2 seems to be stuck on 100% speed, and isn't responding to Precision X1. Precision X1 is reporting its RPM correctly, and is able to control fan #1, and report its speed as well. My PC sounds like a jet engine right now lol. Any input would be appreciated as I'm not sure what to do here.

    #1 Remove GPU fan shroud and make sure the GPU fan cable is fully seated and secure to the GPU PCB fan header. (On some cards you may be able to see the fan headers, so you might not have to remove the shroud.)
     
    #2 Make sure the card is fully seated to the MB. Make sure the PCI-E power cables are fully seated and secure at the PSU side & GPU side.
     
    #3 Uninstall all monitoring software. (Precision, Afterburner, Speedfan, HWMonitor, etc.)
     
    #4 Perform a clean installation of the most recent video drivers.
     
    If you're still having problems after performing steps 1-4 RMA the card as the fan controller on the GPU has a problem.

    Well upon inspecting the fan connector to the gpu, the pin on the very far left has been bent down and into the side of the plastic header, forming an L with the pin. I’ll send a picture here soon, but I believe that’s what may be causing it. Gonna RMA.

    Cards with physical damage will be rejected if rma’d. Pretty sure this would be counted as physical damage. I’d try straightening it first.
