Ok so i just noticed yesterday a few hours after updating to the new nvidia drivers, that i was getting a lot of heat at my desk. Noticed it was from my PC Case. I loaded up precision x and I was pushing 70c temps while playing a game ( new world with fps capped @ 60 on low settings ). It got as high as 81c I never had temps hit this high. I would normally sit around low 50s while in a game and this is during the warmer days with no air conditioning. Now though? Yea something isn't right at all. 1. I got a new monitor. I went from a 1080 60mhz TN panel to a 1440 165mhz IPS. I ran the monitor in 8 bit & 10 bit color mode, at 165 145 and 120 mhz. Still hitting 70c + 2. Got the new nvidia drivers. I DDU'ed to an older set to make sure it wasn't the drivers. Still doing it 3. Ran with the side panel off, still hitting those temps. 4. In an air conditioned room so ambient isn't a problem. 5. Have an intake & outtake fan ( noctura's ) on the case. As I said before, this was never an issue. 6. Computer IS NOT OCed. GPU IS NOT OCed. I actually had to underclock it to get temps into the 60s and even then it went high 60s 7. While idle at desktop, I was sitting at 35c GPU. Soon as I get in game ( new world ), not even moving around. I am sitting at 76c  Not sure what to do here.

Did that. #2. Just added a 3rd fan to the case..81c Am I looking at a repaste and/or rma?

Going from a 1080P display to a 1440P display will certainly cause the GPU to run harder trying to maintain the same settings and FPS. Also, are you using a custom fan curve with PX1 or MSI AB? If not, that will help a great deal. The built in fan control doesn't turn the fans on/up until the temps are getting up there.

I understand there would be a uptick in temp but i didn't think 25 to 30c. PX1 to agressive on the fan control ( 96% its reading ) Broke down the card, factory paste was thick & spread out onto the board a bit on the sides. Wiped that off, applied new paste. Loaded up new world ( capped @ 60 fps ) and the temp rose to high 70s within 10 seconds of the game going on. Even hitting low 80s after a few minutes in game. Same as before. With side panel on and off. Should not that when NOT in the game and just browsing online and idle, GPU is around 34c

PX1 fan speed is at 96% at what temp? You could try setting your fan speed at 100% prior to launching your game as a test to see what your temp gets up to as well. Also visually verify both GPU fans are actually running.
If I'm reading correctly what you posted so far, you only have 1 intake and 1 exhaust fan? That won't create much airflow at all. 2 or 3 intake fans and 1 exhaust should help quite a bit if possible. Intakes in front, bottom or side of the case and exhaust in the top or high up on the rear.
You could try setting your resolution to 1080P in the Nvidia CP just to see if the temps drop back down to where they were with your old display. That test might shed some light on things and point us in the right direction to resolving your issue.
If your GPU has that 0db option, then 34C with an idle GPU is about right as the fan(s) won't be spinning.

You updated the bios from what to what? Are you using both monitors or just the one new one? Are you using nvidia geforce experience and all the other garbage or no? Going to a 1440p 165hz monitor is a good jump for a little 2060, so its not that surprising that its taxed a bit. Of course theres many other things that can add to the heat issue too though like updates and telemetry going on in the background, windows doing updates or god knows what else in the background etc... if you are showing good temps at idle, then yeah you may have to turn your settings down a bit to game on the new monitor with the same quality or reduce the monitor down to 1080p 60.

No I dont run the geforce experience or anything taxing in the background. Run only one monitor. Dell S2721DGF I am running the z390 FTW board so whatever bios version was last before the current one. I was running @ 1080 60mhz in game and monitor setting yesterday to test and hit 84c. In game settings were the same as they always were, low. I hooked up my old monitor just now and hit 75c. Back on new monitor & running now @ 1080 60mhz ( 75-79c ) 120mhz and hitting 80c. This card just can't handle 1440 but 70-75c @ 1080 60mhz on low settings settings abnormally high also even after a clean out and repaste. Going to look into trying to undervolt it a bit to bring down the temps Used MSI and got the GPU at 1575mhz and a power/temp limit of 90% ( 77c temp ). So running 1440 120mhz @ 60 fps on low settings has me sitting at 77c

Did you look to make sure both GPU fans are working (spinning)? Are you running either PX1 or MSi AB while you're gaming to make sure fans are running with a custom fan profile? Not a preset. Something like this:

Fans at 95%
As for MS and PX I use both but not at the same time. Just to check things. Running MSI now.

The flaw in that theroy is you said the high temps only started a few hours after updating to new drivers. Then at some point you went back to older drivers but still had the high temps. Do you see high temps when playing any other game or is it just New World? As far as RTX cards running hot, my 2080 Super ran a few degree's higher than my 1080 FTW, but even then at most hit 61 or 62C. Same now with my 3080 FTW3. It typically runs in the mid to high 50's and sometimes gets into the low 60's. I do have a larger size case with lots of intake fans though. 640mm worth of intake and 380mm of exhaust.

Correct only started after upgrading nvidia drivers, bios & running new 1440 monitor. I noticed it because I could feel the heat coming from the tower while I sit here at my desk. I am in an air conditioned room so it was highly noticeable. Even running at 1080 60mhz it would push the same temps and hooking my old monitor up gave me the same high temps. Repasted and cleaned out the inside, no dust build up at all. I really don't have any other games. I just play new world, rimworld & death stranding for a bit when it came out but again, heat was never an issue and I would usually stay in the 50s, maybe top 60 on a hot day without the A/C on. Something isn't adding up. I do have two intake fans on as I found another I had laying around. Still pushing 80+ so I have to run it at 90% power / 77 temp limit. It never ran this hot even on my old 1080 monitor and I had my graphics higher at medium settings and capped at 60fps. Actually had to LOWER game settings At the point of thinking about a new tower instead because GPU prices went iphone pricing route

New card came today.

It always takes a little trial and error dialing in the fan settings. Finding the right balance between noise level and temps. If noise isn't an issue, you can go nuts on fans speeds...
