X570 FTW MB not receiving power

CPU : AMD ryzen 9 3900x
RAM : RGB PRO 32 GB, DDR4, 3200 MHz CMW32GX4M2C3200C16
GPU : EVGA 1080ti ftw 3
PSU : EVGA 1300 super nova

So I originally had a evga 1050 supernova PSU, the fan died on it and I got a replacement. After installation of the new PSU using the cables that came with it, it would click during power on. This was originally on a ASUS x570e MB and after some troubleshooting the MB no longer would recieve power. Worrying I somehow fried the thing I sent it to ASUS. I made sure all connections from the PSU were the correct cables and seated properly. Nothing else was changed but everything checked out fine and I did not see any signs of damage.

After dealing with ASUS's terrible customer service and having to pay 380$ish for the repair, I simply bought the EVGA board that I have now. However I am still experiencing a similar issue. PSU does not click but there is a buzzing sound coming from the MB. The power on button on the MB glows red for a short bit but then fades, nothing on the POST led readout. Safeboot led is on the entire time. So I'm stopping there for now, I have another EVGA PSU I can try but after my many builds and upgrades I've never ran into this issue and worried I'm doing something stupid that I've never realized or if maybe the new 1300 PSU is the culprit somehow. I tried the tester connection and the PSU powers just fine however I have no clue where my voltage tester is after the move. I followed the MB install to the T just incase with resetting the cmos.

I'm at a loss

    I knew someone with this issue that turned out to be them forgetting to change out one of the SATA power cables to a SSD (that is now dead). You said "using the cables that came with it" so I am guessing this isn't your issue.
     
    It sounds a bit like your 1300W PSU might have an issue, but I'm wondering if somewhere along the line one of the failures you've experienced has propagated to new hardware. i.e. a problem on Part A causes a short-failure on Part B. Part A is replaced with C, and Part B then brakes Part C.
     
    It is acting like there's a short somewhere and your power supply tries to turn on, but as soon as it tries to output, it detects the problem and doesn't energize. I think I'd start with the power supply and just enough parts on the motherboard to try and boot. All other peripherals unplugged, etc. You can just try the motherboard and see if it boots. Without video you wouldn't be able to do anything, but you could at least see that it POSTs with the LED indicator. Then add the video card. Then drives, etc. until something makes the behavior start again. Then you can point to that as the culprit.

    I have to agree with what Boba suggested above, but it also sounds to me very much like that specific PSU, especially after the ASUS fiasco with the same unit. I would definetly try a different PSU.

    Appreciate the replies, I should have some time today to test another PSU I have that's brand new, 1000 vs the 1300. Hopefully that's the issue as I can RMA the 1300 considering it's new as well.

    The CPU was the culprit. Probably killed it with a bad CPU cable. Really didn't want to have to practically build a new computer but I'm up a new CPU and Case.
