EVGA Z490 Dark start up issue

Hi
EVGA Z490 Dark, I have a issue for some times , When I power up my pc it start up, shutdowns and then boot normally .
Is there any fix to this.

Motherboard: EVGA Z490 Dark
Cpu: i5 10600k
Gtx: Evga 1070Ti
Memory: Corsair CMK32GX4M2A2400C16 Vengeance LPX 32 GB (2 x 16 GB)
PSU:Phanteks, 850W 80 Plus the Revolt Pro
ssd :Samsung 870 QVO 4 TB SATA 2.5

    On the normal boot does it say anything like bios reset to default values? Also any overclocking going on that could be causing stability issues?

    Never seen this behaviour before on any other motherboard.

    It is only happen when the power is completely off.

    Yes My z490 dark does this nothing wrong with it. When I boot from full shut down
