AnsweredGpu hitting 4400 rpms anytime above 90% usage

So sometimes when I'm playing a game like gears 5, tarkov or path of exile and my gpu usage goes 90% or above my gpu fans go to 4400 rpm and its loud af. It just does it over and over until gpu usage goes down. Here is the thing tho every time it does this my gpu temp is only at 67-76c. I tried using msi afterburner to set fan controls but it overrides it.

Replace the thermal paste.
If an area of the core is not covered by thermal paste, because thermal paste pumps out over time due to thermal expansion during thermal cycling, which happens all the time and is completely normal, that area will be hot and cause the fans to ramp up crazy even if the average core temperature displayed to you is relatively normal.
The fan ramping up is a hardware protection feature and overrides any other fan desire, as you witnessed.

replacing paste and cleaning gpu worked.
