I have an EVGA Hybrid GTX 1070 card that was pretty much powered on and in use for 5 years straight (mostly) and after I shut the computer down for a month or so.. the water pump is now making some terrible noise when I have the computer on.  I'm open to replacing the pump or even the whole fan enclosure/cooling but I'm not sure what options exist.. anyone have to deal with this before?

Edit: Nevermind.. turns out I just needed to turn the computer upside down for a bit so the water gets back into circulation.  It had been sitting and with the radiator below the video card the water had all drained out of the pump.  Its much quieter now and back to normal operation.

You should find an option where the radiator isn't below the card.
