Unless something changes (or has changed and I don't know about it), no.
EVGA chose to operate the third fan utilizing its proprietary ICX MCU. The creator or Afterburner said that, as a matter of policy, he has no interest in investing effort into proprietary features.
Using Precision, you can set fan 3 to a static speed and then close Precision. That is the only workaround I know of, but hardly desirable.
Additionally, if you think about it, the card is designed to live perfectly happy and safe with no adjustment of the fan control at all. So, if you just don't worry about adjusting fan 3, you shouldn't need to worry about its safety. Fan 3 will speed up if necessary automatically, as originally designed.

I see, thank you for the detailed explanation. As long as the other two stay static at 80% (which they have so far) then I don't mind if the third speeds up or down when needed, just a little annoying that's all. I did actually have Precision do static fans and then Afterburner do the OC part, but they don't always play along nicely and upon boot the fan settings sometimes did reset back to Auto Curve.

Look for the fan linker in Afterburner.  "Unwinder" chose not to customize for separate fan control of EVGA cards, then MSI almost did the same thing on some models of their cards.  What you CAN do is link the three fans and have them all run at the same speed.  See the figure with Red.  Give that a try...
 
Also make sure to enable Fan Sync

I am pretty sure that Chain Link is about linking the power limit and temp limit above it, not the Fans?
 
As for FAN SYNC, yes it is on, but if you disable it, you can see that it only links 2 fans anyway. If I turn the fans down to lets say, 40%, then I can physically see the middle fan on the card go as low as 10% or almost off at times.

So.... Afterburner will either sync all three fans or you can control both fans 1 and 2 together and fan three or 'right fan'  as GPU-Z calls it, independently.
Personally I've never found a need to control each fan on its own and prefer Afterburner because it is more stable and more intuitive (to me) in setting up the GPU and the voltage curve.
I've also not had an issue with Afterburner resetting the fans to auto mode when a profile is applied at system boot.
Yes indeed Afterburner does not read the fan percentages right. I need to set 40% as the minimum for reliable fan operation and speed. This will put you somewhere around 450 RPM on the fans.

Wait a minute... I'm an idiot! I just realised that as you say, Fan 1 controls 2 fans and Fan 2 the last one, so synced they are actually being controlled properly, just not RPM matched (so middle fan seems to spin slower than the outer two, but at 100% they spin the same, so I guess this is by design).
 
Its not that afterburner was resetting the profile, it was happening when Precision and AB would both startup (even though AB had no fan control enabled, it would sometimes still interfere with Precision's manual setting).
 
But yeah never mind, it seems like what I am trying to achieve has been there all along, it was just misleading. Sorry guys :D

This is still a thing with Windows and using multiple programs that poll the same GPU sensors via Nvidia SMI ( https://developer.nvidia....m-management-interface ) . Generally speaking, for system stability, you should only have one program running that polls the GPU sensors at a time. It's too bad a rift developed between the developer of Afterburner and EVGA. EVGA's old Precision app used to be based on Afterburner and was coded by the same person, Alex "Unwinder" Nicolaychuk.
