How do i get a GPU when the 40 series launches, what are my chances?

Currently I'm deprived of a GPU after building my first pc about a month ago and I am waiting for the 40 series to come out since I heard its right around the corner(I'm thinking of getting the 4070).  So, I'm wondering what are the steps do I need to take to snatch one up from EVGA at launch and what are my chances? Any other tips to getting my hands on any other GPUs at launch and at MSRP would also be appreciated actually.
PS. I'm from Singapore

    Until the cards are launched, that is an impossible question to answer.

    I would be looking at the Queue 3.0 for anyone wondering how to get a card early. If someone bought a PSU for a new 40 series build that they needed from EVGA and register it they would not be at a zero level for the queue or if they are helpful on the forums and earn a blue ribbon they are again not at zero which should help a lot if the 40 series uses Queue 3.0. OF course until the 40 series launches it's impossible to answer.
