Z370 Cant Enter BIOS

Previously contacted EVGA after a bios update issue and somehow got around that but since then I've been unable to access bios via the F12 key. Keyboard doesnt even seem initialized while the system is booting as its a backlit keyboard from Razer and its dark all across the board. I've found a few posts regarding this board and its two sisters, the FTW and Micro version, stating that some keyboards wont initialize until windows boots. 
This is the same keyboard I first set the system up with and was able to access bios but maybe 1.17 changed that somehow?
I've tried other keys like Delete which just results in a blank screen for some time and then eventually the screen sees no input so it shuts off. The system will just sit there for some time without activity so I hit Ctrl + Alt + Delete to force restart. 
I can boot into windows just fine and the system does run. However at this point I'm getting what appears to be 7 short beeps before the chirp but could be 8. They're very fast/short beeps and its hard to tell.
I can see that my ram is not running at the clock speed its capable of, 3600 MHz. The ram I'm now using is CMW16GX4M2D3600C18 which is on the compatible list. 
But its not clocked correctly and I need to change some settings to get maximum performance. 
What can I do to force it to go into bios?

    When you get into Windows you can flash the BIOS back to an older version and see if that fixes it.

    Go to the Drivers and BIOS page to download..Follow 'Windows Installation' in the Notes to install.
     
    The number of beeps are an indication of how many USB devices are connected.
     
    The RAM frequency, timing, and voltage will be set to the RAM's default SPD frequency, timing, and voltage (at Auto settings) which is normally lower than full speed, for compatibility reasons..You need use your RAM's X.M.P profile (if any) or manually set the frequency, timing, and voltage in the BIOS for full-speed operation.
     
    The SPD frequency, timing, and voltage for the CMW16GX4M2D3600C18 RAM is 2133MHz, 15-15-15-36 at 1.2V..Full/Tested speed is 3600MHz, 18-22-22-42 at 1.35V in the Tech Specs.

    It only started doing the beeping recently, with no change or update to bios.

    Great info to note for when I get into the BIOS to set it correctly. Or at least make it properly identify via XMP. Its like its in a compatibility mode or something. 
     
    I basically dont even get any activity on the monitors until windows actually starts and then bam, displays turn on and show the windows login screen. Never understood that as I use to get a splash screen and bios would show some activity....
     
    Now that I'm thinking about it....I dont think I've seen anything from BIOS on screen since I installed the GTX 1070...Will it not display on that during BIOS?
     
    Also as an update....EVGA responded to a service ticket that I should try SHIFT + Click Restart and then advanced options, UEFI firmware settings and that should kick me into BIOS. BUT, I got stuck at post code A6. SCSI Detect. Then it just sits there until I CTRL + ALT + DEL.
     
    after telling them this didnt work, they told me to watch for post codes before A6 and that it could possibly be a bad Sata controller....which doesnt make sense as I've never had any issues from storage devices. I can sit here and move full games from hard drive to NVME with no issue and it just blazes through 50-100 gigs of data, depending on what game I move of course.

    Yes, the RAM is definitely running in compatibility mode if the BIOS frequency/timing/voltage settings are on Auto or not using an X.M.P. profile..That's by design for all mobos.

    I believe it's all gonna depend on which port your monitor is connected to..Try another port..That's all I can tell you about the BIOS display issue.

    Connecting to another port on the card might even fix the POST Code issue.

    I tried all the DP and HDMI ports on the GPU and motherboard after using the Shift + Restart option in windows. Whole time the motherboard displayed A06 and the monitor's displayed nothing. One monitor is on HDMI and the other on DP. 
     
    However, I dont really have anything to connect to DVI, which is apparently port 1 on my GPU. I guess I'll have to figure something out for that so that I can try that port?

    Search online for inexpensive adapters/converter cables, there's all kinds out there..Like this one just for example..Try your local PC parts supplier or Amazon.

    Have you tried doing a min component boot?  1 memory stick, cpu/gpu, 1 SSD and only mouse/KB connected.

    I also had some issues when I first got everything setup (not sure if my story really helps or not)
    9th gen cpu will not post on older 8th gen bios, had to bring it to Microcenter to upgrade for compatibility as I did not have an 8th gen laying around to POST for an upgrade compatibility.

    I agree with @BiggyNewton's min component boot recommendation as 8 beeps could be referencing your GPU per the below. I'd start pulling out all the components you can and see which one could be causing your issue. Also I'd reference page 27 of the EVGA Z370 Classified K (134-KS-E379) User Guide to make sure you have your memory in the correct slots and also note "The memory controller on most Coffee Lake-S CPUs runs at a default frequency of 2666MHz. Achieving memory speeds above 2666MHz+ may require manual setting of the memory timings, frequency and voltages and/or overclocking of the CPU." With that being said Mine runs fine at 3600 XMP but there's always a chance yours wont run at anything higher than the advertised 2666MHz.

    EVGA Z370 Classified K (134-KS-E379) User Guide Page 129 is for POST Beep Codes and 131 is for POST Codes
     
    7 Beeps: This relates to a failed CPU INIT request. EFI/UEFI Reset protocol is used when a processor INIT call is used and was not successful. This returns either an “EFI_UNSUPPORTED” error if the INIT type is not supported or an “EFI_Device_Error” if the error occurs while generating the INIT; either will result in seven (7) POST beeps.
     
    8 Beeps: Error given when an incompatible PCI Express device is installed and cannot initialize properly.

    SO i figured I would report back that I managed to find a DVI cable and hooked it up to my 2nd monitor just to see if MB Splash screen would appear and it did. Rebooted shortly which returned me to the MB Splash Screen, which then prompted if I wanted to enter BIOS. I was able to get in and change some settings to get back to what I was running. Now everything is performing as it should be. Thanks for the info ladies and gentlemen, specfically to the one that mentioned GPU monitor port order. 
     
    Personally I think its dumb that it doesnt skip the DVI with nothing plugged into it...it should go Port 0, no monitor...okay, Port 1, oh a monitor...lets display BIOS here.

    Sounds like more UEFI mischief to me . 
    I had restarting failures on my Z370 CK after switching to UEFI from legacy BIOS .
    Switching to my previously unused BIOS 2, then flashing to 1.19 fixed it for me .
    I also changed out video cards at the same time .
