I'd like to know from as many forum members as possible what your RTX 2080ti temps are. Please list the model number or description and idle temp. 
 
To start: EVGA RTX 2080ti Black  Idle temp 52C Ambient temp 22C

    A bit aggressive fan curve: 
     
    My case is a 2009 model so the airflow is poor and not really designed for an open air cooling card. I therefore have the side cover off with an external fan blowing onto the interior components. The placement of the exterior fan does make a difference in temps so just forcing air into the case has to be tried and tested for best position.

    Sounds like you're idling at full clock/power state, due to a power setting or multi monitor setup.  Or perhaps you have a mining malware.  Or your fans are turned off.
     
    I've got my card idling at about 10-12C over ambient, or 30-32C in a 20C room, with 25% gpu fans and light case fans, low power setting, 300Mhz.  But I can make it idle in the 40C's or 50C's if I want.  2080 Ti XC gaming, new in the last month.

    What clock speed is it idling at?  Not sure what the factory fan curve is, but it sounds like the fans don't run until it gets warmer.  You can set your own fan curve in X1 or Afterburner.

    Both my xc gaming 2080 ti's idle in the lower 30's.

    Also as was mentioned concerning multiple monitors.
     
    If you have multiple monitors with Gsync enabled it will for some reason cause ANY nVidia based card to not idle and work as if it is under a load.
     
    So if you have Gsync enabled, turn it off in Control Panel, restart computer and ensure Gsync is not enabled and then check you card specs. If you are using one monitor you should not have this issue, two monitors will cause a higher load than normal idle, and with three monitors your idle will be much high -- until you disable Gsync.
     
    Sajin has a link to some software that works in the back ground that will automatically fix this issue (if Gysnc is the problem). nVidia has never bothered to fix this problem on their own but it still persists with multi monitor systems.

    That's a high idle and hot under load too.  My 2080 Ti would idle at about 26C with a hybrid kit, 1000rpm fans and 300mhz low power state.

    This time of year my 2080 TI XC Black (2282) will idle in the low 30's.  In the winter...it will idle around 28C.
