Is there a way to pre order a card or are the farmers/scalpers going to buy them all before they even drop again?

    The real question is, "How many will have a system that can keep it supplied with power?"

    I doubt there will be any pre-orders, but the closest thing will be the auto-notify button, which will reserve your card to some limited extent.
     
    And yes, gamers will be able to get a 40 series GPU.
    The GPU shortage can't get any worse than it got for the 30 series during its first ~1.5 years.
    So the launch of 40 series can only be better than that of the 30 series, right?

    First question: NO, that is against NVidias rules.

    Second question: who knows. The rumors aren’t even set in concrete, much less any idea of what will happen in the next 6 months.

    Only the 4090 seems to require too much power but never underestimate corporate greed when they think they can make more money using the products they make than selling them.

    As far as farmers and scalpers, they don't seem to be an issue.  3090ti's are freely available at most of the retailers you would expect to see them at.

    I don't think farmers will be an issue if the power level rumors are correct and probably LHR will become standard on all the 4000 GPU's. Also Bitcoin and Ethereum are about 50% of what they were 6 months ago as well as from a year ago. Scalpers though will be another thing and that really will come down to price and performance increase. The 3000 series I think got scalped badly because for $699 you could buy a GPU that was faster then the last generations card that was $300 more. Before launch a lot of people expected a price of $1500 for the flagship 3080 so a price that was so much less then the previous generation came as a shock.
     
    As for EVGA queue 3.0 should help keep the cards in the hands of gamers instead of scalpers if the system is needed in the future generations I feel.

    If you want one, have the psu that won't croak from a 4090 as those will be the first to be released. You will need to be fast on the internet, or you will need to be one of the first ones in line at a retail store on release if you just have to have it on release day. The 4070's will sell like hot cakes, the 4090's those wanting the best and have the deeper pockets, the 4080 will be in between a 3090 TI and a 4090 Imagine will also well, but with a heavier price tag my guess 900-1.3k or so and that is just a guess on a 4080 on its price I highly doubt nvidia is feeling generous after seeing what their cards were selling for during the shenanigans.
