Gtx 1070ti ftw2 icx fan runs lights up black screen

I just need last onpinion before i turn my card into a paper weight. Gpu lights up fans run only splash screen then nothing but pc runs good with rx580 no problems. My specs are amd fx 9590
Mb is asus m5a99fx pro rev.2
Psu is raidmax 1000w psu gold rated is there a secret to install nvidia gpu i have been on red team for years. And want to give it a shot at green team but evga does not want to take it fir repair i dont care if i pay money. They said no help here

    Have the card checked at a local pc shop. A friends pc my be useful as well. Make sure the bios on your system is up to date.

    Try it in different PCI slots and I'd do a DDU run in safe mode prior to installing the 1070.
