I'm new elite member and would like to know how the 24 hour early access worked earlier this month for the new RTX 3080 12GB card.
 
How do Elites see this 24 hour access window?
What time and time zone did 24 hour access start for the RTX 3080 12GB card?
Was anyone able to buy a RTX 3080 12GB card during that 24 hour access window?
Was there a 24 hour access notice for the RTX 3050 already or should it be coming shortly?
Did the Queue close before the 24 hour access was over?

It did and it didn't.  NVIDIA did a "quiet/no notice" release wherein the NDAs were not lifted until the release date and time, which I believe was 6AM PST.  Even reviewers were prohibited from saying anything and are angry about it.  The queue was opened for a very short time and then closed for both 12GB SKUs.  As far as how long it was open, some members said 90 minutes, others have said 20 minutes for one and 30 minutes for the other.  For elite access, I can not say for sure though I believe it was.
 
Yes, members queued and have since received the 12GB GPUs.  EVGA will probably reopen it again once the queue is fulfilled.  This was not a normal release from NVIDIA.
 
Going forward, the 3050 is scheduled by NVIDIA to be released 27 January.  There is no time set yet but when EVGA announces the time, it will be PST so adjust from there.  The 24 hour elite access starts on NVIDIA's release date and time and never before.  Follow the EVGA news and the forums to get the exact time of release and what EVGA will be doing for the release.

Go to the product page and click the notify button. If you are logged in, and you have access (Elite requirement or whatever requirement EVGA decides), if it is available, there will be a button to sign up for the queue and be notified when your queue position comes up. If you don't see the notify button on the product page, the queue isn't open.

6 am PST. When EVGA opens for business, you better hope you called in sick for work that day (I know, dumb as hell if they are supposedly catering to the average working person and not the jobless scalper).

I assume you mean "anyone" as in non-Elites as well. I don't think anyone knows for sure. It was a mess. Was it just Elites? Was it also non-Elites? I haven't heard for sure either way. I don't think people had the time to log in, see it was available, log out see that it was no longer available, log back in and order it. It's a mad scramble trying to get it and get around the site breaking.

Nope. Will there be one? It's impossible to predict. If the the 3080 12gb is anything to go by, don't expect a heads-up.

Yeah, it closed after 90 minutes, max. Some people said it was broken multiple times during that 90 minute window, so who knows the exact amount of time it was accessible. It was already closed before my first work shift break started.

huge spikes in traffic to severs, causing server overload is "Normal" .... for any launch on EVGA's site, it is not new to 30 series GPUs ...

Is there a way to get some sort of notification for when we can sign up for notifications? I'm rather confused about when/how we can select notifications.

You can try following EVGA on social media and checking the forums.  The forums are your best bet.  I think Jacob posted a message on Twitter sometime late last night or early this morning confirming the 6AM time for today and that was on the forum quickly. 
 
The date and time that Nvidia sets as the release date is generally the time that the "auto notify" goes live.  So Nvidia set today's 3050 launch for 27 Jan , though I don't believe Nvidia publicly released a time, it was 6AM PT and that is when it started.  Elite get the first 24 hours and then everyone can queue.  A caveat to the elite part is that it is at EVGA's discretion. 
 
The 6AM PT has been the most common, but there have been other times.  Also Nvidia did a "quiet/no-notice" release for the 3080 12GB and it just showed up briefly.
 
EVGA and all AIBs are bound by Nvidia's NDAs so they won't release any information unless allowed.
