No. Just the vbios. The card won't use more than 650 with out modding the voltage past 1.1.

The only time it ever hits that high is on time spy extreme. I haven't had a game hit that max yet.

I only see it when I over clock. +160 and +1000. That's stable for me. I can do port royal with +200 but every else crashes. Also I got my card in October 2020 red lips

I have said this before on the forums when these cards first came out and everyone was crying about power balance on plugs and the power draw on the slot.... THE AIR COOLER ON THEM CANT CANDLE THESE CARDS. Once I put on the optimus cooler it became a different card. The trick in my opinion is that the optimus has a FULL fuji thermal pad across the WHOLE back plate. Sucks the heat out of the card and mem chips. My temps are in the upper 40s for the gpu and 60s for memory.

I just boght a new 3090 FTW3 ULTRA and in EVGA's product page and everywhere else it says that the TDP is 350W ()
But when I use it and benchmark it, at a 100% its pulling around 420W.
 

How can there be 19 posts but no direct answer to this question?
 
Both the normal and OC bios on the 3090 FTW3 Ultra have a 420W 100% power limit, right out of the box.
 
350W is the nominal 3090 TDP and is used on the FE and Reference design cards as the 100% power limit.  The custom AIB cards typically have a higher 100% power limit.  Easiest way to confirm this is by checking the bios limits in GPU-Z, under the advanced tab pulldown.
