stop reducing the power target to <100% when users update the driver.

Many people don't remember  to close precision during a driver update and X1 currently has a flaw where it writes out the power target configuration at the lowest possible value in some (not rare) scenarios.
 
Nvidia is constantly getting reports of drivers causing impaired performance as a result of low clocks(with a high gpu util) issue when its actually a Tool defect.
 
 
This problem does not occur with Afterburner.
 
(PS, i always remember to close apps beforehand, this post is for the ignorant folk that don't know or think to)
