X79 Mobo boot loop

I have a X79 RIVE Black that has been a solid board for long time...I handed it down to my 14 year old a s a lite gaming (Fortnight, Roblox, Minecraft, etc)  It is caught in a boot loop not posting or giving an error message.  He said he kicked the power strip and it shut down.  I have done all the troubleshooting I can from removal of all peripherals, removal from case, taking cpu out.  Multiple psu's were tried at each stage as well.  It still does the same loop no matter what...I did get a new psu as well just because
I have 2 questions...
1) Is it a dead mobo?
2) I bought another RIVE and would I be able to put the old cpu in to test that its not the cpu without fear that the cpu will effect the mobo?

    1. Possibly. Have you tried starting the system with only one stick of ram installed? Did you clear the cmos, or try the other bios that comes with the board? Yes, the board has multiple bios.
    2. Shouldn’t be a problem.

    Yeah, I tried with 1 stick in all the slots then tried another stick to make sure it wasent the mem.  Also cleared CMOS, multiple times, left for 24 hours w/o CMOS...same loop

    yeah, i can switch between bios by pressing a button...no change

    Yes. If the board is applying too much voltage it could kill a cpu.

    If the CPU is suspect (being damaged by the motherboard), I would recommend to just pick one up off eBay, and use it to test.  Yes you will be "throwing money away" but it's better to attempt everything than to just say "time to buy a new system".  What you could do is use the new cpu in the new motherboard and see if things work.  If they do, you can then just move forward, or you could attempt to use the new cpu in the old motherboard and see if it is indeed the motherboard frying a cpu, or just a dead cpu.  
     
    Dead cpu's are supposed to be rare, yet I've somehow managed to have several from both Intel and AMD.

    I put a video of the looping.  No gpu just the memory.  I switch between BIOS as well.  Also at the end you can see the red error light of the CPU_LED on.  I have taken the cpu out and there were no issues I could see with the socket or CPU.  Also brand new EVGA 850 GA

    Video is set to private.  If the CPU_LED is on then it more than likely is a dead CPU.  Are there any Q codes displayed?  What is the current CPU in the system?  Here is a cheap E5-2670 V2 from fleabay that should work as a "test" or even as a replacement processor.  If you want a better single core speed, E5-2643 V2.  If the border was open I'd offer to send you one of my spare socket 2011 xeons.

    Ok since you are not getting Q codes and only the CPU LED, I would again strongly suspect it's the CPU.  I did give you some links in my previous post that are "inexpensive" ($25-$40) so you can easily pick one up in an attempt to resolve the issue.

    Great! Much better than getting a new x79 mobo to test. I ordered the CPU and will update when it gets here.

    Update!  After an amazingly long shipping I got the Intel Xeon E5-2643 v2 SR19X 6 Core processor.  I put it in the mobo and its the same boot loop process is going on.  I am about to chuck it all in the trash.

    if at this point the "new" cpu is also boot looping, then it's the motherboard for certain.  I would swap out the motherboard with the spare that you have and then use this "new" cpu to see if the system still boot loops.  It should not, unless you've really angered the computer gods.  The joy of troubleshooting something so complex. If the system does not boot loop, put in the original CPU and see if it boot loops.  If it does, then both your old cpu and motherboard were damaged.  If it does not, then it is confirmed to be the original motherboard at fault.  This way you have tested it with at least known good hardware and not suspect hardware.

    Yeah, i might just call it good.  After the pain that getting the other x79 system going I just am going to call it good.  If a X79 mobo comes available for cheap I might get it to test though.
