what does " then copied everything from the post." mean?
 
Do just these three things.
 
test with RAM in slot 2 and 4 only.
load optimized defaults
set xmp profile 1. 
 
save and reboot.

test with RAM in slot 2 and 4 only.
load optimized defaults
set xmp profile 1.

right don't do anything from the screenshots.  JUST optimized defaults and XMP.  that's it.

That didn't solve it. I think that there must be something wrong with the board because there are 2 LED lights on in one of my RGB fans whenever the power supply is on. As far as I understand it, there shouldn't be any power passing through that board to USBs that would allow that to light & cycle colors when it's off.

no some things retain power in the off state..... RGB effects and even device charging.  I shut mine down and kill power at the UPS to kill the RGB.  There is a thread here with people complaining about this. 
 
in the future when you get a new motherboard.... always bench top it before you assemble everything.  Take the motherboard, the cpu, one stick of ram, the OS drive, and test everything before you start adding tons of crap like RGB fans.  don't even install a graphics card yet.  Just install the OS on the bench and check it all out.  
 
just do the RMA, and bench top the new one.  Just a barebones benchtop build first.

+1.... yes and USB is also one of those things that do that. Weve had a few people on here who've ran power backwards thru the usb and fried mobo parts.
