You can't post pictures because you aren't at the requirements to do so. What you can do is post the links with spaces so that the forum does not automagically remove/recognize them.
If it's happening in windows only and not in games, as everyone else has said it's more than likely the cable or the monitor itself. Try swapping both, even using a TV if you have to, and see if things change.
