just got a new 3080 ti installed, for some weird reason it makes a annoying noises

the third fan usage is 100% with 3200 rpm, I haven't played any games yet. I have done some research about disabling CSM and updating new vbios, i did all that, but the fan is still very loud, the third fan usage is still maximum.

    yeah, I have done every possible way I could found online, still no way out, guess it’s time for RMA

    If you delve into the sample of posts I linked, at least two other users reported RMAs for this issue and reception of an RMA with the same issue. 
    EVGA already has your purchase, so I would advise pursuing the first RMA. If your replacement has the same issue or another of the common ones, you would not be out of bounds requesting a refund. Unfortunately, in this climate, going with a less unreliable 3000 series OEM may prove impossible. So, if the sunk cost is more important than having a GPU, you may want to stick with the RMA merry-go-round.
