I am hoping that what I'm seeing is by design.  Using GPU-Z and monitoring the power draw on each of the 3 8-pin connectors the 3rd connector is consistently drawing less than half the power of the other 2 connectors.  IE. plugs 1 and 2 may be drawing 120 watts each but the 3rd plug will be drawing less then 60 watts.  Is this normal?

Yes on the newer cards that is normal.

For EVGA's cards, it is "normal". Incorrect engineering and inability to power balance properly is a "feature" of EVGA cards this generation.
Different cards have more or less problems with power balancing. If you can find some other excuse to exchange or RMA the card, you can try your luck with a different one which will probably not power balance that badly.
For the 3090 Ti FTW3, EVGA created a special exchange program to weed out the cards with really bad power balancing, but hasn't done the same for other models.

I don't over-clock so as long as it doesn't hurt the reliability of the card I'll let sleeping dogs lie.
