Hello, I don't know my issue was by motherboard or power supply or something else. So, I hope I am OK to post in here. 
my PC, most of parts are EVGA parts, suddenly have boot up issue. Here is what I did
1. I added internal HDD. connected to cables.
2. I removed two of my rams from motherboard. (to install those into my other machine, but still have 4 rams on the motherboard)
3. To remove rams, I had to remove/install my graphic board from the motherboard.
4. I turned on the power, motherboard/fans runs only for 5-10 seconds, then shut off/ The PC keep trying to boot up, but it keeps happening.
To remove/install HDDs/RAMs, I don't think I did anything bad, I didn't hear any sounds made me worry.
I also unplugged the new HDDs and also removed Graphic card, but still have the issue
Can you advice what I should do?

    Wrong area of the forums but no big deal. If every cable is secure and fully seated, ram, storage, gpu is fully seated, you may be having a PSU issue, You really should not be though unless you really have been pushing that psu hard over the years, and not kept the room it's in cool, or it got messed up by a surge/lighting to a random fluke, what you are experiencing is normally a dead or dying psu to maybe another piece of hardware failing.

    oh, sorry to post in wrong spot, where I should had posted? 
    Anyway, one update.
    It's so weird, I re-installed the two rams I removed. Then, seems lie running/
    i tested without the graphic board, so, it's not perfect test, but the PC and its fan keep running
    I hear some people have similar issue after install rams, but revmoving rams cause any issues?
    by the way, the ram I was trying to take off, they were added rams. my first boot when i bought, it was working without the added rams

    I don't think your CPU's memory controller can run 32GB modules, Intel's website says it can support up to 64GB of memory through 4 channels. I would pull the BIOS battery out for 1-2 hours and try with the 8GB modules only, your current BIOS might not support the new 32GB modules. Make sure memory is configured as instructed in this guide on page 13

    It states:
    EVGA Manual
    The board will not boot if only even slots (2, 4, 6, 8) are populated.

     
    You might need to flash your BIOS to the latest version, I'd use this tool to check:

    You can use this page to see if your motherboard supports the model of memory you purchased:

    However, that support list is not fully detailed. Most likely the 32GB modules only work with a i7 6000 series CPU, because it actually has the support to handle 128GB.

    I am sorry, i am not familiar with BiOS, that mean, unplug the machine from outlet, leave for 1-2 hours, and try to restart with only 32GB (4 x 8GB)?

    In the bottom right corner of the motherboard, it has a CR2032 type battery in it. Pluck it out of the motherboard for a bit and reinstall it after an hour or so. It's also possible you might need to replace it.

    Nice catch that didn't even occur to me it's been so long since I have used that platform.

    Normally in All other EVGA motherboards or hardware. Seems RainStryke is probably right on it on RAM size supported, it's been a long time since I have used that platform and some others x99 was most of my workstation machines at my company and at time of purchase made sure everything was compatible for the workstations, Then no upgrades for a long time.

    1) Look at the LED Status Indicator ... What Code does it stop on? (page 12, Part 2 manual)

    2) It is required to populate an odd slot (1, 3, 5, 7) first. The board will not boot if only even slots (2, 4, 6, 8) are populated.  (page 13, Part 1 manual)

    do not I repeat do not touch the coin cell battery with anything metal to remove it use something plastic, you could short out the board I know its happened to me.

    I think it's always a good idea when you pull the battery to replace it with a new one. It never hurts and is way better to replace it then find a time when it's died but then again the system is probably several years old before it dies so it's like a one time replacement if that.

    Most motherboards use a CR 2032 battery which is very cheap to replace.
