1080 GTX can't boot with it in

Hi,
 
I have a 1080 FTW graphics card, I tried booting my pc today and all that happens is the lights, (motherboard LED, RAM LED, Fans spin) inside the case flash of spin for a split second and then turn off, this repeats, repeats, repeats until I power off at the socket.
 
I stripped the ram out first, still the same.
 
I then stripped the graphics card out and the pc boots...now does this suggest its the gcard at fault or is it the PSU potentially at fault?
 
The gcard has a 10 year warranty but don't want to send it back in case its the psu at fault - what is EVGA warranty RMA process like?
 
Any advice welcomed.

    Could be a gpu or psu issue. Test the card in another known good working system to confirm. Take it to a local pc shop for testing if you have to.
