I bought the clc 240 in July and just this past Monday I installed the Flow Control Software and I realized that the fan speed was not showing (just no number appeared, only "rpm"). Then I looked under my desk where I have the PC and I noticed that one of the two fans was not spinning, it seemed strange to me and I tried to find a solution but could not find it. The next day I took out the pc to be able to record the video and ask someone else but they both worked.
 
And last night I had the same problem, it's always the same fan.
 
I don't know if maybe the fan was faulty or it could be another error. Any advice or explanation would be very helpful.

TUF Gaming B550M PLUS
GTX 950
2x8GB DDR4 3200Mhz

The fans are connected to the pump correct? If the problem is intermittent, you could try to hook the fans to a motherboard pwm fan header and see if they both spin. 

The fans are connected to the pump and the problem is intermittent, I'll check it next week because isn't really a problem right now, the temperatures are good
