2080 TI Hydro Copper GPU temp/Hot Spot delta

I decided to put my alternate Hydro Copper block on the GPU back at my personal 2 year flush/fill interval a few months ago. Since then I have updated HWinfo and noticed that the GPU temp and Hot Spot numbers under heavy load ( > 340w continuous board power) run at a delta of 17c. I am curious if I somehow fornicated the pooch on the thermal paste application. I have no basis for this but that difference seems high to me but is pretty constant at "cold start" or loop heat saturated. No crashes or anything, just seems like and inordinately large gap between the two. Pertinent info below.

Saturated coolant temp: 37c in to rad 1/ 35c output rad 2 to blocks
GPU temp: 46c
Gpu Hotspot 63c
Highest reading mem bank 60c
Highest reading pwr 48c
