What motherboard and CPU are you using? Also, is your SLI connector fully seated?

The next suggestion would be to move your monitors to the second card, and make sure it is coming out of idle properly.

Can you go into the bios and make sure your pci lanes are set to Gen 3? I see that GPU-z is reporting x8 1.1 on the second card because it isn’t being pinged to work since sli isn’t enabled. I would just check to make sure the bios is allowing that card to go to pci 3.0 when you have a moment.

Your issue is most likely due to using two 970’s which aren’t compatible with each other. This was one of the issues back then. Another issue could be that one of the sli fingers on one of the cards could be defective. Best way to check the fingers is to use a flex sli bridge, and test each set of sli fingers.

Your device ID for each 970 is the same 10DE-13C2 the subsystem ID for EVGA and Gigabyte shouldn't matter. So they should work together.
First question: do both cards work normally alone?
I'd had numerous bad hard SLI bridges, so I stopped using them. As was suggested, try another SLI bridge.

Yes, a faulty bridge is possible.

There are certain restrictions when running GTX 970 cards in SLI..See GTX 970 and SLI functionality in the EVGA FAQs..Your PCIe x16 3.0 "Bus  Interface" in GPU-Z is fine running @ x8 which is the lowest at which SLI will function..It seems that your EVGA and Gigabyte 970s are incompatible in SLI with each other.
