Evga supernova 1300g+ question

there is a switch 'eco mode' on the PSU, what is it? Should I turn it on or off?

    With ECO Mode turned to ON, the PSU fan won't run and the PSU will be silent under medium-to-low loads/temperatures..With ECO Mode turned to OFF, the fan will run all the time..That's all it does..Up to you how you want it, it won't hurt anything either way.

    so the eco mode is better for the machine? as It can lower the temp

    Not really.  I doubt it makes much of a difference on your internal temps since most often it draws from outside the case and exhausts outside.  You can use it as an extra exhaust fan if you turn the PSU upside down.

    Things will likely run a little cooler with ECO Mode turned to OFF (PSU fan always running) during low to medium loads, probably not much..Your PSU has OTP (Over Temperature Protection) anyway so if it ever gets too hot it will just shut itself off..Basically I guess it just boils down to whether the fan noise during low to medium loads bothers you or not, that's the whole purpose of ECO Mode.
