problem with atx 24 cable

I bought the PS 850 Plus gold that includes a testing tool, I did the test and the PSU fan started spinning. Then connect the 24-pin cable to the motherboard to update it with the flash button without CPU and RAM but the PSU does not power up, neither does the motherboard. I don't know if it has something to do with it, but the connector that goes to the MB has an empty hole.

    PSU expects a CPU and RAM present to operate properly

    The missing pin 20 of the 24-pin connector was for a -5V that's no longer used, not an issue there.

    You should plug in the 24-pin connector and CPU power connectors..You don't need a CPU or RAM or anything installed, all you need is the PSU switched on to supply power to the mobo and then the Standby LED should be on telling you the mobo is getting power.

    You need to format a USB flash drive to FAT32 and use the BIOS Renamer utility if you have an ASUS mobo..Everything you need to do should be explained in your mobo manual.

    If you expect any specific/meaningful help, you need to say what all harware/mobo you have.

    There is a pin without wire on the connector going to the motherboard.  The pin near the lock.  As what bob said, you have to connect the 24 m/b connectors and 8 pin cpu connector.   Usually, you format the USB thumb drive, then move the bios file in the newly formatted usb thumb drive (.cap is the extension used by ASUS), insert it in the motherboard (make sure the psu switch is on), then press the Flash Button located at the back of your motherboard for about 5 to 6 seconds, release it when it starts to blink rapidly.
