Is Windows 11 supported, does the Z590 have the TPM chip?? Is there an option in the bios for secure boot?

It absolutely should.  Most boards going back to Z170 have TPM.  Even some Z77 have it.

evga has a FAQ that basically says all of the motherboard with UEFI bios will support.

The other issue is that I can't boot in UEFI to Windows. After changing boot to UEFI and the PC restarts it goes back to BIOS menu page. I will do a further investigation.

Until you find the root cause reset the BIOs back to default and see if Windows will start.

That's what happens when your boot drive is configured for bios and not EUFI. There is a windows conversion tool you can run, but it doesn't always work. There are some longer work-arounds, but those don't always work either. I just went through that and had to completely wipe my drive, format it as gpt, then reinstall windows.
