    Yes you can right here: https://www.evga.com/support/register.asp.  You will need a copy of your invoice to upload https://secure.evga.com/Support/upload/us/ChoosePartNumber.aspx.

    As stated by Flint 1760, you can indeed register products not purchased from EVGA.com, so long as it is an EVGA Branded product.
