step up an rma

this is most likely a dumb question but am i able to step up an rmaed card from what i could find it says no but for some reason it is giving me the option to do it and if i can i would like to do it any help is appreciated 
 
if i am how would i go about it since the card was second hand and a gift so i paid nothing for it when i was looking at the settings $0.00 is not valid for use

    Can I Step-Up if I'm not the original purchaser?

    No - Step-Up is available only to the original purchaser with a verified invoice from an EVGA Authorized Reseller.
     
    Thats the only thing I could find concerning second hand card owners. I believe if the original owner did an RMA during the first 90 days that card could still be used to Step-Up if you meet the other requirements for the program.

    If the product was RMA'd and the original product was within 90 days then yes. If either the original or RMA card is second hand then no.

    thank you both for your answers i have one more question involving steping up my card 
    if i pick the 3060 ti would i be able to get a dual fan instead of the triple fan as my case can only fit a dual fan sized card again thank you for the info/help
