So many people saying the card runs hot, but that isn't really the problem with this card, it's that the fans are louder than they should be.
 
I just upgraded my 1080Ti, and at 80% fan speed it was "quieter' than 65% fan speed of the EVGA FTW3 card. I didn't actually measure the dBs, but it was more pleasant on the ears. 
This card reminds me of my old gtx470 with a blower fan on it.... 
 
I think the difference in sound between my old card and this on is that the fan size on the 3080Ti is smaller, but it could be something else too. 
 
To deal with this, I've had it target a temp of 65C. Which most of the time works ok, but it's a bit sad that I'm not able to run the card up to its full potential. 
 
I know EVGA could sell these cards no matter how loud they are, but it doesn't help their brand image. With a known hot card, more effort should be made to adjust the sound at higher speeds, since they need that cooling in order to hit their max potential. 

Dude just stop. I can have my side panel open and it barely makes a difference 2 degrees max. Furthermore, the whiny fans, no excuse for them at all when previous iterations of evga fans were always better than whatever this is.

Well , I got about 4-5 C by pulling my panel and was going to try the vertical mount kit idea because its still only freeing up half the exhaust , the PCB still blocked,  I ended up undervolting that card to 835mv and locking the clock at 1875 w/+1050mem, and the found it would run 99% of stock and the GPU stayed 70-71 with 55% fan speed with the glass installed, This card makes score on massive amounts of power and you got to have to get rid of it somewhere.  Next move was buying a hybrid off Ebay and reselling the card and ended up getting the card less than MSRP (net)
Do what you want but complaining like you have been wronged by fan speed is a bit silly imho...

good morning video card friends.  My HTPC is waiting for an upgraded riser cable so I was able to make a quick video comparison.  here is a video of my 1080 TI FTW3 at ~3000 rpms vs my 3080 TI FTW3 at ~3000rpms .  my opinion is that the 3080TI FTW 3 is quieter.  i disagree that the 1080TI is quieter at any given RPM.. in fact, when you crank up the 1080TI FTW3 to 3000 RPMs, it reminds me of standing outside on an airport jet tarmac.  LOL
 
I agree with kraade that there is exhaust coming through the backplate with the 3080TI and depending on your build, there is no where for it to go unless you have good airflow.  it is also a thicker card than the 1080TI creating even more of an airflow debacle depending on your case and card orientation.  you be the judge.

you're welcome.  I know exactly what you mean, the 3080ti has more of a hydraulic type sound vs the 1080ti.  some people's ears are more or less sensitive to certain frequencies. condolences 
 
it might come down to the shroud design.  the 1080TI has gaps in the shroud and is much more "open", whereas the 3080TI is solid across the intake.  an interesting experiment might be to pop off the fan shroud and put three 90mm fans (NF-A9?) on there but I'll have to leave that to someone else since my ears are ok with it 
 

Just found a thread that someone did modify a card for different fans, might try it, though modifying a card that costs so much is a little worrying

My power supply is EVGA 1000watt platinum. It runs dead silent.

Edit: I can manually turn up the fan RPM, same noise. Look at the videos posted by a good man on this thread. It is quite clear where the whining noise is coming from.
