Due to the high prices of GPU I was kinda forced to purchase a second hand gpu, in this case its an EVGA 1080ti FTW3. The owner has 10 year extended warranty but I know it is not transferable.. is there any other way to safety the card so that I dont have to worry during the time I own it and fully enjoy my games? Maybe EVGA staff could help me out? Please?

Sincerely,
My hopes and dreams

No idea what you mean by 'safety the card'. Keep it as clean and cool as possible with a quality power supply and there you are.

idk I was thinking maybe like just incase it randomly breaks down due to regular usage. Also would a EVGA 750BQ 80+ be good enough?

I guess I still don't know what you mean 'in case it breaks down'. EVGA is not going to give you other options they would not offer to anyone else.
Are you considering purchasing that power supply or is it one you already have?  It's probably fine power wise, but as I have no idea about the rest of your system, that's just an educated guess assuming you don't have a dozen 15K RPM HDD dual CPU set up.

The warranty for a 1080ti is likely already expired. You would need to check the serial number through EVGA. Once the warranty is expired, that’s the end of the warranty.

If i register the gpu under my account would that void the original person's 10 year extended warranty? or would i still be able to send it to him to do the RMA process?

Yes it would void it.  Only the original registered purchaser can use the extended warranty.  If you register the card, the 10 year warranty is gone. Of course, there is nothing stopping you from using the RMA process via the person you bought it from as long as it is registered to them. Some frown on that, others see it as a selling point.

If your seller was the original owner and if they are willing to assist you in RMA should it ever need it you can do that. It would strictly be an agreement between you and the seller though. EVGA would not be able to assist or intervene if he decides to not to down the road as EVGA only honors extended warranties to the original purchaser. That also means you should not register the card as your own if you want to do that. This is technically against EVGA's warranty policies so do it at your own risk.

There is no other way to warranty the card. If this was such a big deal to you, you should have asked and knew what you were getting into before you probably overpaid for a 5 year old card.
