Hello everyone! I have issue on EVGA DARK X299 (last bios 1.28 and last 21H1 build), then my pc start windows, my second core is always 100% (i9 10980XE) and i have stuuters in windows and games. I check latencymon issue - the problem is aсpi.sys, i dont have this issue for last two years on my pc. Then i restart pc this issue is gone.
My specs : i9 10980XE OC/ X299 Dark 1.28 bios/ 32Gb Ram / SSD M2 EVO 960Pro and Evo 850/ Last all drivers on everything.
Performance mode in windows/ reinstall windows any build/ any changes in bios C-states, SMT ON/OFF doesnt help. If some one know smt about this problem? Thanks!

I have x299 Dark with Cascade Lake X (10920x) on BIOS 1.28 and in the last year+ I have never experienced that issue. If you Google you will find that there are many reasons why ACPI.sys results in high CPU load and many of them don't have anything to do with motherboard. For start I would try following:

    1. Disable C states
    2. Disable fast boot
    3. Disable ACPI Sleep State
    4. Disable hybernation
    5. Use -ultimate performance- power plan

Yes I read a lot of article about acpi.sys, and nobody knows what is it (hardware/drivers issue) I didnt have this problem on build 1909 but after update on 20h2/21h1 i have. I'll check the programm ''Process Hacker'' file system on start and its shows acpi.sys +0x28b90 much use resource of threads.

In my experience majority of times it is related either to misbehaving startup programs (like anti-virus) or misbehaving power management options. If I were you I would make sure your startup is free of 3rd party software and try my settings recommandations.

It being resolved on warm restart indicates it is not about startup software but something about your power management.

Granted I don't know all the details of your system and configuration to be able to say with certainty but in my experience when this would pop up it was never issue with hardware itself but more of how system, Windows and/or hardware, were configured. I wish I knew what is the difference between your system and mine but I have more than one X299 Dark and I have never experienced this issue. Have you tried clearing CMOS and starting with defaults on auto?

Here is one setting I forgot to mention that I always turn off in BIOS: Disable wake on LAN. You might want to try it.
