POST Code "C" is a CPU Error and indicates an issue with the CPU. This can be caused by a defective CPU, out of spec Power Supply, Bent CPU socket pins, CPU incompatible with BIOS version or defective Motherboard.

An i7-7740X is not on the EVGA CPU and Memory Support list for an X299 Micro ATX 2 motherboard..You could Contact EVGA about it to be sure.

Did it ever work or is this the first time you tried the CPU?

Contact EVGA..Sorry to say, but I don't think that CPU is gonna be compatible with that mobo..Nothing in the BIOS Updates notes mention anything about adding compatibilty..You should get a CPU that's on the EVGA compatibilty list..Return the i7-7740X if (hopefully) possible if it's not compatible.

Micro 2 does not support KBL-X CPU so 7740X and 7640X will not work in it.  Only Skylake-X and Cascade Lake-X are supported.
