What happens to cards sent in to the step-up program?

What happens to cards sent in to the step-up program?  The customer gets a card and starts using it, steps it up to a more expensive card, and gets the new card new-in-box.  But what does EVGA do with the used card that was sent in? Do they sell it to someone else?

    Yes EVGA sells them in the B-Stock section.

    It's also possible that they may be used for RMAs after being refurbished, but I'm not sure about that
