Apologies if this has come up before, but I can't seem to get my system to boot to BIOS.  I just purchased a used EVGA X99 Micro to replace a cheap Chinese motherboard that had only one working RAM slot.  I got everything hooked up and then powered it on.  It started clicking and the display ran through codes.  My monitor never initialized for me to change anything in the BIOS (I need to update the BIOS to boot from a NVME on a PCIe card).  Instead, on power up, it flashed C & FF ever so briefly (I'm not sure if this is normal) and then continually flashed codes that don't appear to indicate anything wrong but this is my first time with this motherboard.  The codes it cycled through quickly were 04 and 19, holding on b0 for at least half a second, and then cycling through codes b1, b2, b6, 04, 19, 6A quickly before holding at b0.  It tends to stay on b0 the longest, and b6 later on in the process before it shuts off.  Towards the end, codes 04, 19, b0, and b6 display more prominently.  With each code sequence, it made a click sound.  The three LEDs that stay on throughout the startup process.

I recorded a video of it in order to properly get the codes for reference.
 
My Specs are as follows:
 
CPU: Intel Xeon E5-2678v3 SR20Z 2.50 GHz 12-Core Processor
GPU: nVidia GeForce 1650 4GB
Memory: 32 GB DDR4 RAM (2x 16 GB, slots 1 & 2) - Samsung DDR4 2133MHzCL15
Hard Drive: 1 TB NvME SSD on a PCIe adapter (attempting to boot from)
Power Supply: EVGA W1 Series 600W ATV 12V/EPS 12V 80 Plus
I have an optical drive and 2 additional HDDs that I have presently disconnected from the Motherboard.
 
I've swapped the PCI cards around between the 3 slots and there was no change in operation.  Same after I tried booting on one stick of RAM.  I tried the processes I've seen for resetting the BIOS.  I also tried removing the CMOS battery and holding down the power button for 30 seconds to clear the BIOS to no avail.
 
Any help would be greatly appreciated.

    Based on the list there, even though my CPU is 2011-3, it isn't compatible with this board, correct?

    It might work if the BIOS is updated to the latest version (2.08)..You would need to put in a supported CPU or take it to a PC repair shop and have them do it if you don't have one or can't borrow one if you're unsure of the currently installed BIOS version.

    I don't see the CPU you're using on that list. You can find some good deals on CPUs (used) on auction sites.

    Sounds good.  There is a good repair shop near me that might be able to help.  Otherwise, I will look at getting a more compatible CPU.  My first task was going to be getting the BIOS updated in any case.  Thank you!

    Hello again, I got a different processor for this board based off of the list of supported processors (a Xeon E5-2623 v3) and it still is running through the same code sequence, nothing coming up on the display, although this time it takes a bit longer before it shuts off.
     
    Per the list of supported RAM, I'm not seeing mine on there, either.  Is it possible it's also having trouble with the RAM I put in?
     
    Also, I was reading some other posts about removing the I/O Shield and seeing if that helps in any way.  Mine didn't come with one so I ended up getting a mesh variant so I could cut out the ports for access.  I'm not sure if it's conductive material or not, but should I consider trying to boot without the mesh I/O shield?

    I'm not seeing any Xeon processors supported for that mobo in the CPU Compatibility list or in any BIOS update notes that would add support for them..There may be a 'Xeon mod' that can be done to make them work if you search it.

    I would put a supported processor anywhere from an i7-7800X to an i9-10980XE in it that's on the list..But be aware that some processors won't be supported unless a BIOS update is performed..Either get a processor or take it to a PC repair shop and have them put one in it and update the BIOS and roll from there.

    Just because RAM isn't on the QVL doesn't mean it won't work..The QVL is what's been tested to work and they don't test all RAM in the world..Your mobo might even be on the RAM manufacturer's QVL..RAM will run at the slower/lower frequency/timing/voltage JEDEC specs for compatibilty across different platforms unless you enable an XMP profile or manually change the frequency/timing/voltage to the RAM's full rated faster/higher specs..So, I wouldn't suspect a RAM problem at this point.

    You can try without the I/O shield or take the mobo out any try firing it up by itself on a table.

    Strange, I'm seeing that several Xeon processors are supported for this motherboard per the link posted under the Haswell-E grouping (second from the bottom), this new one specifically runs with BIOS version 1.14.  Unless there's a difference between the 131-HE-E995 and the 131-HE-E995-KR?
     
    I might have to check out that i7 processor you mentioned if all else fails.  The PC Shop I've been talking to has no compatible processors to try.
     
    I'm going to try taking out the mesh I/O shield and see if that makes a difference.

    No worries!  I know the need for coffee all too well.    If the I/O Shield removal doesn't seem to solve the issue, is there anything else I could try before taking it into a shop?

    Break that rig down to bare bones, 1 ram stick, NO M2... just a mech hdd, cpu,gpu,psu and see if you can at least boot into the bios then manually adjust. Trying to boot with the m2 may be a problem in itself until you can get properly setup at least.

    So, I returned the X99 Micro and got a used X99 Micro 2 from a different seller.  I am running into the same issue, same set of codes and all with the two processors that I am trying.  Is it typical for a board to flash C and FF before running through all the codes?

    Hello airwolf, any chance you figured it out? My board works fine except when i populate the 2 ram slot from the left, at which point it does exactly what you say. Currently running fine on 24 instead of 32 gb but it would be nice to get my entire kit in use

    check the socket for bent pins.
