Power draw won't be max all the time depending on the resolution and what game or benchmark. 4K games and benchmarks will likely draw more power than gaming at 1440P and 1080P - try Time Spy Extreme (it's a 4K benchmark) or Furmark without AA at a very high resolution.

EVGA Jacob already stated, in the OP, that those VBIOSs are NOT for the new revision of 3090s. You'll either need to use NVFlash to flash the VBIOS that you saved, or contact EVGA support for the correct executable for your new revision card.

Can't tell you why your scores may be lower - new drivers and new 3DMark versions all have an effect - other folks have said that they have lower scores with the new 3DMark update. Do a clean boot and only load up the NVCP and Steam/Futuremark services and that should help if you're number chasing. Also, be sure to exit out of PX1 before running a benchmark - it's a known points leech.

It was actually Intel Speedshift that was messing with my scores, turning that off in the BIOS gave me consistently high-end results
Whenever I would run the benchmark, It would drastically change the CPU scores (as low as 4k on timespy), and noticed GPU load was never 100% in the results afterwards, so I assumed my CPU was bottlenecking the 3090. Looking that up, I found a similar case, and they turned off Intel Speedshift in the BIOS settings, along with messing with power management profiles, or keeping it on max perf. I also double check my RAM timings and whether it took it correctly, as that could also give low scores in the benchmark, but concluded that my RAM was good.

I ran different benchmarks as well (TimeSpy, TimeSpy Extreme Port Royal, Port Royal Custom, and Heaven custom 4k), and total power draw never exceeded 456w.

I tested the OP/Jacob Bios', simply because with my second Special RMA card, they did take. This does not, so this has the correct bios on it (?) SO i was making sure it didnt take, how it should be.

Thanks again for the replies! Will monitor the next few days to see if it comes near 500w, but I have read that on the proper power-balanced cards, even with 500wXOC bios, they still needed to flash KINGPIN bios to actually reach ~500w...

I want to stay away from Kingpin Bios, for now, because I have a Hybrid kit thats been waiting to be installed since my original 3090, #1/3, and I don't know how nicely that will play with each other. Anyone have experience with the KINGPIN bios on a 3090 FTW3 Ultra, converted with the Hybrid Kit?

(I'm making sure to post up all the relevant info, in case anyone else runs into similar problems!)

My 2114 replacement card tops out at 465-470W on the R-bar XOC VBIOS from PX1 (94.02.42.C0.02). 66W on the slot, 150 W on 8-pin #1 & #2, 95W on 8-pin #3. That's better than my original that topped out at 430W and pulled 80+ W on the slot, but still a little disappointing that something in EVGA's PCB design causes the performance to vary this much from one card to the next. The silicon lottery is one thing, having a PCB lottery on top of that is annoying.

I'm curious if anyone with a 2114 that is imbalanced on 8-pin #3 has found a successful workaround. I've seen a few claims that an alternate VBIOS might fix it. Could there be any other approaches?

If your card's a rev 1.0, try bios 94.02.42.80.27.  Mine does what you describe (465w at most) on c0.02 bios, is a 2114 card, but it is NOT a replacement.  It's my original. This bios allows me around ~500-515w max and still seems to keep pcie in the mid 60s. You could also try the kp 520w bios if you're willing to live with somewhat broken fans or are water cooled.

*edit: you'll still see the power imbalance on the three power connectors, but the current drawn from each will be higher.

I'd be interested to know how your card performs in scores/clocks with either/both bios watercooled or stock.. EVGA offered me an rma for my current card, but I'm still not sure whether mine is actually a fixed unit or not.

Thanks for the tip. I do indeed have a rev 1.0 PCB, so I gave this a shot. It works as you describe. ~515W max, 8-pin #3 still lags behind, but everything will go higher. Slot tops out at ~70W, which is still in spec and my mobo is watercooled anyway. So far, my AX1000 PSU doesn't seem to mind 8-pin #1 & #2 drawing 160+W and the card itself has an EK waterblock on it, keeping the VRM frosty (except that random one that's right next to one of the 4x GPU screw holes...what's with that?)

That was good enough to get me on the single-GPU top 100 leaderboard for Time Spy Extreme with a score of 11669 overall and graphics score of 11901.

Something is weird with Port Royal right now. My best score on the re-bar VBIOS installed by PX1 was 15240 just 2 weeks ago. This week, I try replicating with the same settings, kept the card cooler, got higher clocks, but was 3 fps slower, leaving me stuck at 14668. Now with the higher power target, I can get back up to 14890, but that's still a far cry from where I was. I've seen some other folks saying they're seeing something similar. It might have something to do with an update to PR, drivers, or Windows. Considering that Windows nearly bricked my machine with a bad AMD SCSI driver update last week (caused the mobo to freak out, clear CMOS, and boot into a BIOS recovery mode I'd never seen before), I suspect the blame lies there.

Edit: I spoke too soon. It was indeed the 3DMark patch released on 05/11/2021. 3DMark has reproduced the issue and is trying to get a fix out by Monday. (Still side-eyeing Microsoft over that debacle last week...)

it the bios ver oc or normal?
Regarding port royal I have the same problem as you. Since the last update my score has dropped drastically!

Guys, one thing I have learned, overclock your GPU with X1 or AB (I prefer) then close X1 or AB completely and run your benchmarks / games. You will be surprised :)

Yes.. X1 takes GPU to display. I close and get a few hundred extra points. Afterburner is much easier on the GPU to use.

Also, Corsair iCUE should not be opened.

No matter what bios I use to try and get my card to the 500 watt bios it gives me a I/O error.  I tried NVflash using protect off and it works but when I try to flash the actual bios  I get the I/O error: Cannot open file.
 Any help would be apperciated.

be sure that nvflash and the bios file are in the same directory. Otherwise you have to add the path where the bios file is located.

How long did it take for them to respond to the initial email. I emailed them on Friday and they have not responded. I know their offices are closed during the weekends. Just wondering how long I should wait before reaching out again.

Edit*

Also some have mentioned that the newest update to Port Royal has lowered their scores. My scores went down by 700 points just by updating it. Exact same settings on the runs before and after the update.

Received my 3090 FTW3 Ultra a couple weeks ago as a step-up, 2114 black lips. I *think* I am OK based on my limited testing, I am just running the stock bios, 94.02.42.C0.05 and have not tried the OC bios yet. Here's a shot of GPU-Z when running TS Extreme. PCI-e slot max hovered around 60w, pin#1 about 140w, pin#2 around 145w, and pin#3 around 100w.

I don't really like looking for problems, but considering the price of this card, is it safe to assume my power spreading will be OK on the OC bios based on performance of stock bios?

My understanding is that the Special OC RMA approval comes from the US in reply to the email you sent, then the US gives a go to EVGA Europe to proceed. Please correct me if I am wrong....

Does anyone know if the RMA replacement for the fixed power issue has been extended to Hybrid cards yet? My 3090 Hybrid pump has started to make a clicking noise. I need to RMA my card, so I am hoping I can do it through the special RMA. Thanks.

Does anyone know if the RMA replacement for the fixed power issue has been extended to Hybrid cards yet? My 3090 Hybrid pump has started to make a clicking noise. I need to RMA my card, so I am hoping I can do it through the special RMA. Thanks.

it is if you have power balancing issues for rest regular RMA apply

It does have the power issue but now my card's pump making a loud clicking noise as well now . Don't want to RMA the card twice.

It has, Jacob told me on Friday after I inquired about it. I sent them an email then but have not heard back from them.

Nice! Thank you. I just emailed them as well after reading your comment.

I got my card 4 weeks ago with the black lips and my readings are VERY similar to yours.  I am guessing we got the revised version but it would be nice to confirm this somehow.

There should be a revision number on the card near the pcie connector. Should read 1.0 for revised and 0.1 for original.

Just got an email back from oc3090:

"Unfortunately we currently only have replacements for the EVGA GeForce RTX 3090 FTW3 ULTRA (24G-P5-3987-KR) to address the power concerns. We do not have any ETA on replacements for the Hybrid models as of yet. Once we do have more information EVGA will make an announcement."

Same here. Maybe Jacob misread my post on Twitter.

Guess us Hybrid folks will just wait for the announcement, then RMA. At least it sounds like they're on it.. :)
