Does anyone knows if you can replace the 2 mini fans on the x299 dark with the Noctua NF-A4x20 PWM?
Thanks

It wont fit, the smallest size fan Noctua makes is 40mm and EVGA uses 30mm fans.  If the noise it too much you can lower them to like 20-25% and you should be ok if your VRMs have good airflow.  The single one on my X299 FTW is set to 20% (~2000 rpm) and the VRM stays in the 40's on a all core 4.6 OC on my i9-10920x and I never hear it unless the BIOS bug happens on a cold boot and it ignores my setting until I reboot.

If you are fixed on doing that, you can rescale a 3D model of a Noctua fan. You might need to adjust the hub and 3D print or ask someone to print find a website that can print and send it to your home. Wouldn't recommend that though as it's just too much for too little.
The wacky solution is; you can just rip the old fan from it's place and super glue a bigger noctua fan on the heatsink.
