Weird issue on a secondary PC. I have two running the newest version of X1 and PC 1 has no issues.
 
Second PC runs fine. Holds OC offset i input in X1 just fine, but there is a weird display issues with the actual clocks. One moment it will be normal and expected range i.e. Core 11-1300 MHZ & memory 10-15k MHZ. The next moment it will give erroneous low readings like 100 MHZ core & 300MHZ memor.y It does this at startup then eventually won't show the correct information after 5-10 minutes. Both pc's are running windows 10 & have installed all updates for 20H2.

    This while gaming or nothing major running?
    The gpu will downclock when nothing is taxing it

    For your peace of mind you could install HWinfo and see if it does the same thing.
