As stated, yes possible. But probably not worth it.

Search for an electronics repair place who will agree to perform the repair (BGA memory replacement), and get a quote. That's the only way to know.

I attempted to fixed a warped gfx card a few years ago where the sag had started cause artifacts. It was not a successful fix.

Can you post any pictures? I wonder how bad it was, did it catch fire or just smoke puffs?
Usually when it caught fire the PCB traces would be gone, so nearly impossible to repair it yourself if that was the scenario.

BGA soldering is tricky, but can be done. Definitely not DIY for an amateur, but skilled electronics repair shops might be able to help. I wouldn't expect it to be cheap, though. Even given the current shortages, you might be better off hunting for a new card.

It is worth looking up the process on youtube. In general it will serve as an lesson regarding the technical difficulty of what you are attempting.
As others have hinted, it is likely beyond the technical capacity of anyone looking at a forum for advice (sorry).
For everyone else not it the OP's unfortunate situation, this serves as a great cautionary tail, both on the dangers of overclocking and the need to perform card maintenance every 3-5 years.

It’s always best to look at the games you play and the results of overclocking before starting. Blowing the beam is not good and sometimes I look at the numbers for an overclock and notice that the card is getting just a few extra frames. In reality five frames per second more isn’t really something you would noticeably sometimes it’s not even that much.

If you can solder you can swap out the bad VRAM. otherwise take it to a specialized electronic/pc repair shop. Salvageable IMO

It's BGA. It's more than just your typical soldering. You need a hot air station, template, and solder balls.

It's possible.  You will need specific tools and right memory chip.
Below is a video that shows how it's done for 1070.  I wouldn't recommend doing it yourself... best to contact someone who specializes in this area.

Try to return it to the manufacturer if it is still under warranty.

Definitely not something you can repair yourself.
