RTX2080 Metal back

I want to purchase a new graphics card but my motherboard only has PCIe 3, so the best I can do is a RTX2080.
The 2080 has only one fan and a metal back. Does this mean it needs water cooling? And if so why are they not offering any cards that can use air cooling?
I really like the EVGA products, and I would really hate to have to go to another supplier. Any ideas?

    Just an update for you in case you were not aware but PCIe 4 are backwards compatible with PCIe 3 motherboards so whatever you buy, REGARDLESS is it is PCIe 4, it will work on your motherboard albeit at PCIe 3 speeds & not PCIe 4 speeds.
     
    Same goes for NVMe gen 4 will work on NVMe gen 3 motherboards.
     
    This will open up your options, you can buy any graphics card now :o)

    It would help to post the model of graphics card you're referring to, so we can see exactly what you're referring to. Also, as phantomshroom stated, the PCIe bus/connector is backwards compatible, so as long as the device does not specifically require PCIe 4.0, which 30 series RTX cards do not, any current card should work in your motherboard.
