Hi everyone,
 
I started having an issue yesterday where I am receiving extremely low FPS in games that I normally averaged 80+ on Ultra settings (Red Dead 2 and AC Odyssey for example).  I have tried rolling back drivers, clean install of drivers, reseating the GPU, swapping power cables, switching from "Normal" to "OC" on the GPU itself and making sure the PCIE was correct.  I also started running Nvidia overlay to see the advanced details and noticed that although my GPU Clock will briefly go up to over 1600 MHz, it always plummets back down to 210 MHz and stays there.  Any help would be greatly appreciated!  Below is my setup:
