Z390 Dark bios voltage not used by Windows

Experienced overclocker and have never seen this. Voltages saved in the bios are not being used by Win10. Anyone else have this before and is there a fix? Running latest bios, 9900kf. All programs (cpu-z, occt) used to read current bios voltages are latest to include eleet.

All other settings are used, cpu HT off, 5.2ghz all cores, memory clocks and voltages etc...

    maybe your Vdroop settings ?

    Good idea but highly doubt it because I have tried different voltages, I might just need to clear the cmos with the battery removal

    Turns out the volts are sticking, software is just not accurate
