Did you try to enter the BIOS and select performance mode?
Are you using a PCIexpress risercable? <- consider the troubles of the risercable v3 and v4

There may be a problem with the connected peripheral equipment in the USB port or PCI port. I have personally met this.
There may be a problem due to the additional HDD, the HDD may have either slow sectors or even broken ones.
It is also possible that you have incorrect CPU settings (overclocking, power supply) in your BIOSe, which leads to such consequences.
As an option, a clean install of the system.

Hello, I had a similar issue recently with the boot being very slow. Turns out is was the external drive was causing the pc to hang few extra 30 sec
If you have any external device connected through USB ports try and remove them one by one to see if any of those can cause that slow boot

I will add that from a cold start it takes 20 + seconds to go from screen lines stating press in F2 of Delete to enter BIOS.  Then the normal boot / login screen comes up and all is great with windows 10 pro 64 bits.  The is after a clean install .When I have time I am going to change BIOS switch.   Some research says this could be some program failing in this quite time before booting continuers.   I cannot find a way to check if any programs are trying to run before booting as no error reporting is available during this time..... Forgive and High Jacking that I may be doing.  -- Ken 


It sounds like an issue with BIOS or a setting in the BIOS that is causing this long delay.  Maybe you have some sort of hardware pre-check turned on that is causing this long delay. 
There aren't any other 'installed' programs that run before you 'boot'. The bootstrapper, which is pulled form the mobo/BIOS is literally the first 'program' that runs. 
 


I agree, 1st check BIOS. And runs your OS from SSD or nVme
*personally, i left bios to check all devices on every start to prevent Failer during work  (extra 5 sec)
- What about TASK SCHEDULER? People never mention that part of OS. Every single program trying to update itself after windows starts.
*Recommendation for schedules: do not Turn it OFF completely, just change time and period (every few days or certain days). Delete if you see duplicates (ex: adobe)
CCleaner helps a LOT too. Add manually c:\windows\temp and c:\users\%user%\appdata\local\temp for cleaning to Include tab.
By the way CCleaner has access to all scheduled tasks too.
- Check if you Trim all you drives in time

Well do you have an ssd. If you do then it's most likely software. Check task manager and go to startup apps, disable the ones that you don't need on boot or say high usage. Depending on how old your hardware is, it could be that windows 10 drivers updates have screwed you. I had the same issue with my laptop that came with windows 8. check your bios and see if there is a fast or ultra fast boot selection, plus there is a spot were you can change the timing of boot up change it 0 seconds.

Lots of suggestions, sounds like nothing is working in these situations I just reinstall it ends up saving me time.

So my suggestions are:
Unplug all unnecessary peripherals to the computer
Enter the BIOS and select performance mode. Furthermore have a quick scan of BIOS settings and see if you can flip anything useful, if you do have any overclocking on try switching it off and on to see if that has any effect.
Check start-up programs and windows task schedular to see if the start-up apps and window processes as being a pain.
Check "Fast Startup" is enabled on windows (Some people hate this and say it causes error, but it's worth a shot)(Go to power options in windows > choose what the power buttons do > Shutdown Settings > Check the box for "Turn on fast startup"
My final suggestion is a clean install, but I hate suggesting this but it does work...
