Hello EVGA,
There is still an issue with v1.1.8 that previous settings still not being applied. I have two PCs (2080 and 3090) and both are not applying previous settings. I don't even overclock, all I do is MAX the target and apply other settings.
This issue has been raised previously but it still isn't fixed.
 
I also just did a clean install of W10 and still happening.

    What settings are not applying on previous load? I can get all settings to apply on previous load except for fan speeds.

    Having the same issue (didn't he point out that it's not applying TARGET "Power" and "GPU Temp" settings on load?) With the option checked in settings (and it does remain checked now) it still isn't applying "TARGET" Power and GPU Temp settings automatically. I have to open the app and manually load my preset every single boot on a EVGA 2080 Black. I don't think it's loading overclocks automatically either, but I haven't messed with that in a while. This card isn't really conducive to overclocking. 
     
    Also on a clean install of Windows 10 Pro 20H2. This option used to work but doesn't any longer for me.

    Seems like Evga has fixed the issue in the latest update 1.1.9.0
     
    Release: 4/8/2021
    • Adds MB BIOS CSM detection prior to update.
    • 3070 XC3 Ultra BIOS updated to fix power limit issue.
    • Sets a fixed speed for Ext Fan in auto mode.
    • Fixes issue where "Apply Previous Setting" does not apply when Start with OS.
