I recently put an RTX-3070 XC3 Ultra Gaming board in my system and installed Precision XI v1.1.8.0 to go along with it.
 
When I set the fan curves to Aggressive (Apply/Save) and then run a game or bench mark, the GPU regularly gets up to 65c, but the fan speeds seem to always hover around 50% -- at that temp they should be running at 70% according to the Aggressive curve. If I make a custom curve for test purposes and set the fans to run at 100% for any GPU temp above 40c, they still all run at around 50%. The only way I have found to get them to run any faster is by manually setting them to 70%, 100%, etc. This makes no sense and doesn't work as expected. Afterburner doesn't operate like this -- it actually works as expected.
 
Also, when I first ran Precision XI it prompted me to update the firmware. All went well there, but now under the Resizable Bar Status Checklist it has the option to update the Graphics VBIOS. I click on the Update button and I get the message "You are about to flash your VBIOS. Click update to continue." I click Update and get a busy pointer for about 2 seconds and it returns to the Status Checklist screen and shows the Update button (not a checkmark). It's not doing anything. The VBIOS stays at the original v94.04.25.80.6A  All of the other items have check marks next to them, except the Graphics VBIOS and motherboard. I am running an Asus Z-490-E Gaming mobo with the latest BIOS. The System Checklist screen says "Please check with your motherboard manufacturer." Also, Resizable Bar is ghosted and Disabled.
 
So, any advice on what's going on with the fan curve control not working correctly and the VBIOS update/Resizable Bar not working/ghosted, would be greatly appreciated.

For me, the setting of the fan curve in Precision does not work at all. If I simply set it constantly to 100%, the FAN remains on the standard auto profile and doesn't even turn after that (zero fan at the time)
But unfortunately the fan starts and stops quite often in the idle, this ramping up and down is very annoying. Start, spins for 2 seconds and goes out again ... That takes about minutes until the small load is gone while idling.
 
Afterburner working, here too. But here too the problem with the fans starting and stopping
