Switch VGA1 and VGA2 ?

How can I switch which card shows as VGA1 and VGA2?  I had a 3070 installed in my system and it was in the top slot on my MB.  My number came up in queue and I got a 3090 now.  Yay more frames.  So I installed the 3090 in PCI slot 1 and moved the 3070 down to the lower PCI slot.  Now my problem is that Precision X1 shows the 3070 as VGA1 still and I think its messing not only with my OCD but my ability to enable resizable bar.  I had successfully enabled it on the 3070 before the 3090 arrived.  VGA2 is showing the 3090.  How can I change this?  I cant figure it out and have had no luck searching.  I don't know where this designation comes from.  Is it from windows, the MB, Precision X1?  I have tried to uninstall all drivers, used DDU to do it.  Clean installs, uninstalled Precision X1.  Physically removed the 3070 and uninstalled drivers with DDU, uninstalled Precision X1 then reinstalled.  It shows the 3090 as VGA1 then however as soon as I put the 3070 back in the MB it swaps them back and shows the 3070 as VGA1 and 3090 as VGA2.  I dont want to have to reinstall windows.  Anyone know how to fix this?  I think it will help my resizable bar issue too.  
 
PC is a 5900x, MSI X570 Tomahawk, Win10, 3070 FTW3 Ultra, 3090 XC3 ULTRA HYBRID.

    1) You can't change the VGA1/2 card designation that I'm aware of.
    2) Don't rely on PX1 to confirm if resizable BAR is enabled. Use the Nvidia Control Panel or the most recent GPU-Z. Both will tell you if each individual card has resizable BAR enabled.

    Its not just X1 that has them as the wrong VGA 1 and VG2. MSI Afterburner has them wrong also. It seems like it is something in windows that needs to be fixed.

    X1 only lets you view the resizable bar status of thr VGA 1 card. No way to check it for VGA 2. Nvidia control panel and gpu z show the 3070 as enabled and the 3090 is not.

    Just like the number assigned to your display monitors, you cannot manually change that or your VGA number.
     
    I have an ASUS 1080 and EVGA 3080 in my PC. The 1080 is VGA1 and 3080 is VGA2. I originally just had the 3080 in my PC (PCIE slot 1) and PX1 registered it as VGA1. Later I added the 1080 to my PC (PCIE slot 2). When I added the 1080, PX1 assigned VGA1 to the 1080 and reassigned the 3080 to VGA2.
     
    For Resizable BAR, GPU Z and the Nvidia Control Panel show the 1080 as not supported and the 3080 as enabled. The assigned vga number has nothing not do with resizable BAR support. Something else must be causing your 3090 to not show resizeable BAR enabled. My first guess would be the 3090 bios but I'm sure you have already updated them for reBAR support.

    1) known issue - PCIe slot # order - as displayed in OC software - for years it has been that way
     
    With one GPU you would never know ... I've run multi-GPU rigs for years
     
    The assignment works correctly if Only the 3090 is installed ?
     
    Copy & clear CMOS, remove power (unplug), reboot & reload your setting in CMOS - doubt it will help, but you can try if you want

    I flashed to the newest MSI MB bios and it cleared everything out already. I think that is the same as clearing with the jumper or battery removal.

    I was playing around with the bios switch on the 3070 and I normally run it on normal. I shut off the pc and switched it to OC. Started it and ran X1. X1 showed the 3070 needs a vbios update. Which makes sense since I have never updated or used the switch. I tried to run it and the vbios updater said I need to have a monitor plugged in to the primary gpu to prevent balck screen. I have both monitors plugged into the 3090. I hit to anyway to see what happened. Updater wouldnt run and aborted. So I shut down and plugged my second monitor into the 3070 via hdmi. When I booted the bios splash screen showed on it through the 3070. I dont know what this means other than it seems like the 3070 is still considered the primary. Maybe I just need to take the 3070 out and reinstall windows.

    When you update your GPU bios make sure nothing is overclocked. Set everything back to default before you update. I forgot to do this and experienced the same thing as you did.

    Windows must label the gpu's. HWINFO shows the 3070 as gpu 0 and the 3090 as gpu 1. I think I may just take the 3070 out and reinstall windows. I only use the pc to game so its not like I will lose anything other than some game installs.

    HWINFO still orders the GPU's in the same succession. I'd put money on it that after reinstalling windows it won't do anything but good luck.

    It will, but as soon as you put in the 3070, HWINFO will label the 3090 as GPU 1. If you take out the 3070, it will again label the 3090 as GPU 0. Same with PX1. It will label the 3090 as VGA 1, but as soon as you put in the 3070, it will label it as GPU 2. The exact same thing happens with monitor displays in Windows.
     
    You can verify this without having to reinstall Windows. Take out your 3070 and the 3090 will be labeled as GPU 0/ VGA 1. Then as soon as you put back in the 3070, the 3090 will go back to being GPU 1/ VGA 2.
