"stuttering freezing" doesn't sound like a typical problem. You need isolate the issue and check whether it happens because of software (windows/drivers) or hardware (gpu/cpu/ram/psu). If the problem persists after you clean install windows, or if the issue doesn't persist with a different GPU, then there is probably a problem with your GPU and you'd need to RMA.
