For myself, I've setup the "Fan Control" freeware

So have I. Use it for case fans. But I would prefer to control card's fans with X1 or Afterburner. Comfortable level of idle RPMs is 800-850 for me. Now I can't.
Hope sw team will change that.

You know, it's also strange even in non-rebar OC bios.
Because X1 provides 3 curves to user: aggressive, quite, stealth. Aggressive has 40% bottom line, quite - 30%, stealth - 20%. But activating of any curse leads to nothing - fans are spinning at 1000 RPM (33%) when idle. Burn of card spins gans to proper RPMs - as it is in the curve, but idle after is also 33% in any case.
It is when afterburner is unloaded or loaded - it doesn't change the behaviour.
Kinda strange curves...
Rebar OC bios differs just of 37% when idle.

I see. Isn't there the capability for full custom setpoint curves, so say if you used the "normal" switch bios then had it ramp up more aggressively than the premade curves?

Yes, it is possible as it is in non-rebar OC bios.
This is the only way out if anyone wants rebar and silent idle on custom curve.
The point of OC bios using is just some RPM out of OS and w/o any additional software.
As I have 450 Watt Normal bios with rebar - so, yes, there is little sense to use OC one.
 
And have to say that on rebar bioses (both normal and OC) fans control through MSAB works more correctly than on non-reber ones.
On non-rebar I have to use some permanent shift of 20-21%. For example, if I need 29% (850 RPM) when idle I have to set 50% in MSAB. So as for higher speeds - I need that gap or shift, whatever.

For whatever reason, that custom curve doesn't work anymore.

Hey thanks for the full explanation.  Hopefully EVGA can come up with something to satisfy you guys.
 
I've noticed on my hybrid that the rad fans run low vs. using the MB or case fan hub PWM, by hundreds of RPMS.  They can't hit full speed on the card PWM, but I figured that was intentional because the stock fans are .25 amp, on the card they run about 2500 rpm, actual max is 2900rpm.

I suggest this is the same origin issue - %% gap in control by card.

Just ou of curiosity: Do you guys still see all the sensors of the card?
When I hit "ICX" in X1, <I only get my GPU temp. HWInfo can't see them either.
 
Edit: Interesting. I changed the driver from 470.25 to 466.11 and both the fan and the sensors work normally again.
470.25 worked fine with a prior version of Windows though.

Same issue. Fans are spinning at 33%/33%/0%. Precision X1 reading VBIOS incorrectly as 94.02.42.31 (OC SETTING). GPU-Z is reading VBIOS as 94.02.42.16 (NON-OC SETTING). The switch is flipped to NON-OC on the card.

 
 EDIT: Looks like my issue resolved itself. X1 is now showing the proper VBIOS: 94.02.42.16 and my fans are all running correctly.

Just found this thread, after noticing the aux fan connected to my 3080 FTW3 wasn't working—which it presumably hadn't been for a week or two, since I last updated X1.
 
So you're telling me I now need to set a custom fan curve in X1 in order to utilize my aux fan at all? And unless I'm missing something (I may be), it seems like I need to have X1 running at all times for this custom curve to be active? That doesn't seem... great compared to the original behavior.

Having the same issue here but for the 3090 FTW3..
 
Just flashed the rebar normal bios tonight and now the aux fan doesn't match any of the other fans like it used to before.

Is there still no fix for this in 2022 ? I’m having it after flashing the XOC bios just on the OC bios position on the card but with a few caveats. What’s wired is fan one and 2 won’t go under 33% but fan three will listen if I try and make the fans stop in precision. This wouldn’t be a big deal but the fans behave like this if I switch back to normal bios position too that has not been flashed.

My fans stopped spinning. They do a little spin up during boot up.

My fans stopped spinning. They do a little spin up during boot up. Then stop spinning. I tried in 2 different machines. 3080 works just no fan. 
Seems to me there is no solution for this?
This is bad!!! Will EVGA take it back. I am only 22 days after purchase. Best Buy will not take it back after 15 days.

Yeah, your warranty is for three years and EVGA is really good about RMA. I would send it back if it where me if you say it’s like that in two deferent machines because that sounds like hardware. I believe my issue to just be software

Must setup a aggressive fan curves in precision x1.

Link the fans to the gpu fan temp curve so all fans run hard to keep those temps down.

Set them to 50% at idel temps to keep the card cooler before it works hard and set them to atleast 75-80+ % when it hits 50c atleast to work hard to keep the temps down in the 60-70c range when gaming.

Fans won't help much if they don't stsrt up till 60c . Hard to control the temps when the card already is in the 80s.

Whats interesting is it seems this is happening to other people, Just had the bearings burn up on my 3080 FTW3 Ultra on the middle fan. Looking for replacement fans seems like a group in China knew this was going to happen and is selling OEM fans for EVGA cards at 30-40 USD a pop.

So I did end up replacing my fans with Noctua NF-F12 iPPC 3000 PWM case fans, and it's actually an upgrade. My temps run 10c-20c cooler when pushing games with max settings. I also tucked the RTX 3080 FTW3 Ultra RGB strip under the fans, so I did not lose any lights.
