Z270 FTW K - PCIe1 not running x16 or x8

I have a z270 FTW K with BIOS 1.08.   I installed a 3xxx series GPU in the machine recently, and PE2x16 will not run at x8 or x16 speeds.   I see x4 in the BIOS, and GPU_Z says "card reports that it supports: PCI-Express x16 4.0. It is currently running at PCI-Express x4 3.0."   When I move the card to PE4x8, the card will run at x8.    I have an NVMe drive in Socket 3(2) but that ought not affect PE2's performance.    The GPU is snug into PE2 and I don't see any debris or bent pins.  

Any clue how I might get PE2 running at x8 or x16 speeds?

    Does the GPU operate at x16 in another system? If so, then the most likely culprits are the PCIe slot or a problem with the CPU seating in the socket.

    If your m2 socket is populated it can take away 4 PCIE lanes. All lanes come from the cpu, Skylake and Kaby Lake-S Socket 1151 processors have 16 PCI-E lanes available for routing. 
    Also from the manual:Conflict: Key-E shares one PCI-E lane with PCI-E slot 3 (PE3). As a result, these devices are mutually exclusive and must be enabled/disabled in the BIOS.
    lanes are 3x PCI-E x16 slot 1x16/8, 1x8, 1x1.
     
    It's possible the lanes are being shared or the cpu does not support it.
